If you have XP without Service Pack 3 (SP3) and you try to
use Skype 6.7 or a more recent version, you will encounter the following fatal error:
Failed to get proc address for GetLogicalProcessorInformation (KERNEL32.dll).
Skype 6.7 is the first version to require the GetLogicalProcessorInformation function.
The problem is that this function is introduced to XP in SP3.
This is why even the official system requirements for Skype say that we need

Solutions to the problem (choose one)
1. Install Service Pack 3 (recommended)
XP Service Pack 3The official solution is to simply update XP to SP3. The siest way to do it is via Updates.

2. Downgrade to Skype 6.6
Skype 6.6Another option is to use a version of Skype older than 6.7, for example 6.6. First uninstall your current Skype, download the 6.6 version (or other), and then install it.
